Donald Tusk nareszcie przyjmuje ogólnie przyjęte standardy terminologii, a w szczególności użycie standardowych tzw. 'evaluative words'. "Highly likely" w języku analityków to według podręczników CIA >93% prawdopodobieństwa. Czyli <7% szans na to, że to nie Rosja.
